Dave Krotine is a partner in Pioneer Law Group, LLP, bringing to the firm over thirty years of professional experience representing and providing counsel to publicly and privately-owned commercial and residential developers and investors throughout California, including some of the most prominent developers in the Sacramento area. Dave assists his clients on all transactional elements that may be encountered during the life cycle of a commercial development or investment, from property acquisition, entity formation to hold the property (LLC, partnership, corporation), financing, ground leasing and space leasing, easements and CC&R’s, and ultimately the sale of the property. Dave has assisted clients with all types of financing that may be utilized by a commercial developer or investor, including acquisition and development loans, construction loans, and permanent loans, whether provided by commercial banks (including syndicated loans and loans requiring credit enhancements and/or an interest rate swap or cap), investment banks (including mezzanine and CMBS loans), life insurance companies, private lenders and agency-insured loans (HUD, FHA).

Dave’s breadth of experience allows him to provide practical counsel to his clients on complex issues or transactions. Dave is also an inactive certified public accountant in California and is well versed in various federal and state income tax and property tax issues that may arise in a venture agreement (LLC, partnership) or by reason of a sale or exchange of real property. Dave has also assisted clients in venture reorganizations and dissolutions. Dave considers himself to be a deal maker and takes great pride in seeing his clients close on a transaction timely. Dave has worked on transactions with a value of well over two billion dollars since 2010. Before joining Pioneer Law Group, Dave was a partner at Weintraub Tobin for five years and a partner at McDonough Holland & Allen for fifteen years during the course of his 21 years at that firm.

Dave is a member of the real property sections of the California State Bar and Sacramento County Bar Associations. Dave graduated from the University of Notre Dame in 1982 with high honors with a BA in accounting and finance, and from the UCLA School of Law in 1987.

Dave is rated AV Preeminent by Martindale-Hubbell (Real Estate Law), is included in the 2018 Edition of The Best Lawyers in America for his work in Real Estate Law, and has been on the list of Northern California Super Lawyers in Real Estate Law since 2012. He has been a member of the Sacramento Chapter of Lambda Alpha, an honorary land economics society, since 2005.

Dave has been a member of the Board of Directors of Sacramento Food Bank & Family Services since 1999, a former member of the Board of Directors of Catholic Charities of Sacramento and the Notre Dame Club of Sacramento. Dave resides in Folsom with his wife Cameon, and in his spare time, he has enjoyed coaching his four children in various school and youth sports teams.

REPRESENTATIVE PROJECTS

    • Represents a privately-owned developer of office parks and retail centers in connection with acquisition, sale, financing, and leasing of substantial projects in Roseville, Rocklin, Folsom, and Rancho Cordova.
    • Represents the Sacramento Kings in connection with financing secured by Arco Arena and short-term and intermediate-term loans arranged by an NBA-sponsored credit facility.
    • Represented CalPERS in connection with the acquisition and development of its headquarters expansion on Q Street in Sacramento and other real estate investments, partnerships, and financings.
    • Represented CalSTRS in connection with the acquisition of the land and subsequent construction of its headquarters building in West Sacramento.
    • Represents the developer and owner of several office towers in Sacramento shopping center development and land master-planned for suburban development. Negotiated a construction loan and take out commitment obtained by the developer of a 25-story office tower in Sacramento and handles leasing and property management issues for this and other projects owned by the developer.
    • Represents the developer of large master-planned housing communities located in Sacramento and El Dorado Counties.
    • Represents a Bay Area-based investment group that purchases and rehabilitates multifamily properties in Northern California.
    • Represents a developer hired to assist a local community college realize funding upon the development and sale of excess college land for residential and commercial development
